It is with great pleasure that I write this letter of recommendation for Steve Davis, Anthony Hamilton and the rest of the Will Group regarding their performance as Owners Representative involved in the rehabilitation of the housing units at Altgeld Gardens and Murray Homes. Their personnel were involved in the initial planning and community meetings with the residents as the architects prepared the scope of work for the rehab of the buildings. They performed admirably in the pre-bid review of plans and specifications for the various phases of construction.

The first major effort was the Infrastructure Package in 2005. The scope was to construct an underground conduit distribution system that would allow electrical power, telephone, cable TV and Internet access to be provided to the units without overhead wires. In addition there were four power distribution buildings that were constructed to support the system.

The rehab of the units was under a demanding and tight schedule and the firm worked diligently to make certain that the general contractor made their unit turnover schedules. For example, in Phase 1of the residential rehab, a contract was advertised for the rehab of 387 units in Altgeld Gardens. They made certain that the contractor delivered the designated 101 units by the end of 2005 and then the completion of the 286 units by the end of 2006. The Phase 2 package was to complete 314 housing units and to construct two new Laundromat buildings by the end of 2007.

To close, I’d like to say that looking back at the performances of the various construction management / owners representative firms that I have worked with over the last seven years; I would say that The Will Group was one of the most dedicated and professional of the entire lot.
